王仁宝不愧是河工出身，将船坞之事娓娓道来，就连外行人如赵刚听的明明白白，知道当今清朝船坞大多简陋，不堪大用，如何赵刚正听得入神之时。外面人声嘈杂，过了片刻，折差将一份六百里加急邸报送了上来，赵刚不敢耽搁，打开一看，里面只有寥寥几句：
“朝鲜东学党叛乱！着盛京将军即刻回盛京处理相关事宜！”
赵刚有些遗憾的放下邸报，本来以为可以亲自领导旅顺港的改建工程，因为这句话，赵刚不得不回到盛京，处理接踵而至的平叛事宜。对于旅顺的改建以及要塞的建设只好全权交给袁保龄负责，还好在和袁保龄接触的过程中赵刚对他的印象极好，将这工程交给他并没有什么不放心的。
想到这里，赵刚沉吟了一下，对王仁宝说：
“王大人，本将军有急事要回盛京，旅顺港如何改建，你写一个折子给我。另外，我不在时，袁大人负责；袁大人劳苦功高，一切事物仍由袁大人全权打理，一切所需款项由盛京府支出，十万两以下支出不必上报，可自行决定，务必在半年内完成旅顺的扩建！如果袁大人不能视事，你来负责。如果有人不服管理，不必禀报我，就地免职。”

Now then for it, wicked little one.' ¡¡¡¡`Perhaps, although you smile, it is as serious as yours, or more so.' ¡¡¡¡`It can hardly be more serious, dearest.' ¡¡¡¡`It cannot - O no, it cannot!' She jumped up joyfully at the hope. `No, it cannot be more serious, certainly,' she cried, `because 'tis just the same! I will tell you now.' ¡¡¡¡She sat down again. ¡¡¡¡Their hands were still joined. The ashes under the grate were lit by the fire vertically, like a torrid waste. Imagination might have beheld a Last Day luridness in this red-coaled glow, which fell on his face
