新华网3月26日报道 五角大楼对中国本月早些时候公布的最新军费数字表示忧虑不足为奇。因为，只要是关系到中国，数字似乎就显得“可怕”。中国宣布2008年的防务预算增加17.6%至588亿美元，去年它增加了17.8%，而中国军队已经有230万人，是世界上人数最多的军队。美国《新闻周刊》22日就此发表评论説，于是，华盛顿就大喊"狼来了"！
美国国防部3月3日向国会提交一年一次的中国军力报告时，阐述了这件事。按照五角大楼的描述，中国是一个讳莫如深的社会，谋求成为超级大国，具体手段是"采购外国的先进武器""大力投资于防御、科学和技术""提高核技术和导弹技术"并迅速实现"军事转型"--五角大楼指的是采用美式高技术战争。

飞成功，空军却认为此机型在国际上已经落后，于1992年表态将不予采购，只剩下海军航空兵独立支撑。90年代后期中国引进了俄罗斯苏一30战斗机，该型机除具备苏一27的空中格斗性能外，还有良好的对地攻击和较大的载弹量，许多人认为其完全可以替代“飞豹”。不过海军航空兵考虑到苏一30价格太高不能大量采购，另外中国必须推出自己研制的歼轰机而不能完全走外购之路，终于把这一项目坚持完成。
1998年末举行珠海航展时，FBC一1型“飞豹”作为中国自行研制的双座、双发、多用途、全天候的新型超音速歼击轰炸机首次亮相，在国内外航空界一时引来轰动效应。
“飞豹”亮相并于1999年服役后，成为中国惟一国产的能够飞到南沙完成攻击轰炸任务而返航的飞机，并且中途不用加油。不过它出世后引来国内专家不少非议，认为其设计思想和技术水准还停留在70年代，发动机国产化又无保障，真是一个“食之无味、弃之可惜”的“鸡肋”。
进入新世纪后，航空工业部门得到了国家较大的资金投入，加上追踪世界新潮取得了重大科技进步，得以对“飞豹”进行了全新改进，于2005年又推出A型。该型机除海军认
